- the mobile phone bill
- the gas bill
- the electricity bill???
Answer: there are gnomes with computers, spreadsheets and models in the gas company, the electricity company, the phone company who want to maximize profits, and devise very complicated "packages"...

Not just the utility bills though.
I can't understand my council tax bill. I can't see anywhere where it explains clearly that in fact I don't need to do anything because it's on direct debit. Is the council also trying to trick me by making the bill complicated?
And then there's banks. They profit from people getting confused by their personal finances, so they do silly things like claiming that it costs them a lot of money to print/reprint a bank statement, and they every few months they ring me up to suggest I open an new kind of account, and no I can't move all my money into the new account, but I can't start paying some money into it... just to make life more complicated.
